Carb difference
not much, 19 would be pre epa. both will work fine on a stock saw. if your going to port it i would use a16 from a 460

Stale fuel issues
changing the gas in the tank doesn't change the gas in the filter hose and carb. 2 pulls won't do it either. you most likely have a tank vent problem
