Not all the NGK plugs are Made in Japan. There’s some interesting stuff about the plugs from Stihl and husky. The brand new out of the box Stihl saw have BPMR7A plugs that the steel head only stamped JAPAN on it. Husky’s have both NGK and JAPAN on it. And I have noticed such thing for some time...

Fit the e clip on and shove some JB Weld on it . Call it a day.. Heat the glue if uninstall is needed lol.

I know Ernie has the older version and the 28094X include them all. So? Did you check Ebay for this item? Sellers post pics with the seal and shield for this 28094X. Put the order at seller that post pics that include all parts or ASK them before you buy. That flimsy brown seal and rubber seal...

28094X kit come with drum, rim, rubber seal, brown seal. There are multiple sellers on Ebay selling this kit. I got mine on Ebay.

I bought the Oregon 28094X clutch drum kit and it come with the set. It’s exactly the same as OEM, even the markings.

It comes from brand new husky. I store saws with no bar and chain. Without them the cover would jammed up if the cover was pressed in more than it supposed to and very difficult to take off.

Tillotson carb saws are easier to start than the others in my opinion.. The old husky that equipped them start in less than 5 pulls from long term storage.
