You should be able to take the plastic top off the motor and see what the bendix drive on the starter is doing. Might be jammed/need lubing.

you can also put jumper leads direct from battery to starter motor. This will prove battery and starter bypassing solenoid.

Can you put a thin spacer behind the starer mount to bring it out a tad?

I am just a fire wood hack. Closing the rails might get me another season.

Can you put up pic of what you turn/unscrew to lower the lift. What ever you turn should just bleed off pressure from the ram. Seems like it is blocked behind this screw and not releasing pressure. Know nothing about this type of lift. Assume it works just like a bottle jack.

Sounds like the lowering orifice is blocked.

Choke closing all the way? High idle button holding throttle open?

Spark at the right time is another thing.

If pulleys/idlers/bearings ok,let belt wear in a bit. Had a brand new mower once that that squealed all the time. Replaced belt and ok. That was at the dealership.
