Limiter caps removed?
H 2 turns out
L 3 turns out
Those are factory settings without limiter caps.

Hi mate the carb number for is 4180 120 0608 and the numbering on the carb is
C1Q-S174 thanks Tom

Thank you for the information.

The "4180 120 0608" number is the C1Q-S131 carburetor, not the C1Q-S174 (4180 120 0611). Basic setting for these 2 is a little bit different.

If you have a C1Q-S174, basic setting is:
L: 1 1/2
H: 3 1/2
