I remember going there as a kid (would have been Conrail then).
I took the family through there on the way home from a vacation a couple of years ago. It was on a Sunday, and the staircase was closed and locked, so I did the right thing, and jumped the fence and we hung around till a train came. You definitely hear the engines working hard to get up that grade - it's a lot steeper than it looks!
