Odd Husqvarna 2100 clutch

Ok everyone, have a puzzle here.

This is a new 2100 clutch that has had abrasive pads attached to it at some point.

Might anyone know why?

Looks like some of the bigger Homelite clutchs with the friction material on the weights. I wonder if that is a factory option or something that someone made try and get less clutch slip.
