Went thru the carb quick once and cleaned the jet because it wouldn’t run, runs but surges. Buddy says it has always kinda surged.

Should I look into the carb more thoroughly or look at the governor?

The low speed jet clogs very easy causing it to surge. It's the plastic piece that is held into the carb with the head of the idle stop screw. I usually have to poke the varnish out with a strand of copper wire and then spray with carb clean. Also if the o-rimgs on the low jet leak air you will have the same effect.

Ok I cleaned the heck out of the carb short of soaking in carb dip or ultrasonic. I should get one of those...

Anyway, cleaner, wires, air through all the jets n stuff. Idles now but if I bring the throttle lever up, when it gets about half way (too far, out of adjustment?), I think it brings the governor into play and it goes wild. Owner says it has always surged....
I have 3/4 of a mind to eliminate the governor and I will if I can’t figure out how to fix/adjust.

Took the tank off so I could see the linkage. I think the carb still isn’t right. Runs full throttle or idle but stalls or runs like poo in between, I think that is messing with the gov.

You have a carb issue. Any time the engine "bounces" on the governor and surging it means you have a fuel delivery problem. I would give it a good cleaning in an ultrasonic cleaner. Sounds like the high speed circuit is not working. Either that or not getting enough fuel flow into the carb from the tank

I started looking for a carb online and noticed something. Duh.:rolleyes:

I think this is the problem.

Theyre broken off in the factory to meet emission standards.dremil a slot into it to remove.its probably locktited in there just to piss you off.

You can do that but make sure you heat the carb to melt the loctite or you will break the needle.
