You need a 3 pawl starter cover like a 2100?

Also the flag, full wrap or standard?

Yes on the starter cover. The brake flag was cut off so i'm assuming it was the tubular wrap type.
Unless you asking if it has a full wrap handle, It does not.

The full wrap flags I thought had a more forward bend than the 1/2 wraps.

I have an NOS 2100 starter cover.

Lee, I have a bunch of 2100 parts (somewhere). If you can’t find what you need, I’ll retrieve them and check for you.

I have several used 2100 covers available also. The only 298 I've owned had a plastic starter cover and a two pawl flywheel. The 2100 had at least three different possible flywheel/ignition/starter combinations, maybe the 298 had the same thing going on?

Very interested in the starter cover. It will at least get it running again. What do you need to get for it.

Is your clutch cover the early flat top style, or the later version with the protrusion on top for the brake flag to mount to? Knowing this will help identify which brake flag you need.

Here is the 3 styles of chain brake flags. Before I get a ton of messages, for reference only, not for sale.

Rear left: old style needs the snub wheel on the front handle.
Mid on broken cover: late style 1/2 wrap.
Forward right: late style, full wrap.

My cover is the one in the middle, the broken one pictured. Not only did someone cut the flag off but the band is
missing as well. So i think i'm just going to empty all the brake parts out of it and run it.
