Just picked up a wiz 66 last night,it's frozen up

This is the beast I just picked up,too bad it's frozen up!

Look in the exhaust port and see if it's got corrosion or possibly rust on the rings.
If you pull the carb and reed valve see if you have any magnesium rot in the crankcase.
