Free lawn mower

I picked up a free lawn mower on side of road today. Got it home and no start lol. Pop carb off and clean and it fires rite up but it just rvs high. All linkage is hooked up. I have never seen the little round thing by muffler that has a rod going to carb. What is that?
I thing its something with the governor though. Mayne internal? Probly.bot.worth fixing but im curious what make the governor tick so and pointers or help appreciated.

Automatic choke?

See if you can get a manual. It will either have an air vane (doubt it) or a mechanical governor.

Just about all 4 stroke OPE have one and max rev's are usually set to 3600 rpm.

Well i got lucky and had someone stop by for some saw parts and he showed me how to set the governor. Learn somethimg every day lol.

Yeah once it heats up it shuts off just like the older carb setups on vehicles
