Echo 6700p full wrap ????

I've never seen one with a full wrap before. Can't find any info on it in the IPL. Is it aftermarket ? Looks like the chain brake has been deleted and there's a black cap in the clutch cover. Anybody have any info on these ?

Picked up 1 myself off eBay has the same wrap handle and missing chain brake.
