Dolmar 6800 oiler not working

Hi everyone. I acquired this Dolmar 6800 that I had to do work on. I could not get the oiler to work so I acquired a new one as I noticed the plastic bushing was tore up. I got this back together with the new oiler but it still does not oil. I do not know much about this brand saws so I am in a pickle. One thing I am not sure of is the clutch drum supposed to engage the plastic buying on the oiler housing? It currently does not but to me looks like it should. The drum does not slide back far enough. Any and all help is appreciated. Thank you for reading.

The plastic gear is supposed to get turned by the drum. Also check and make sure the line is not plugged i have seen them get plugged up on multiple of those saws I usually make sure I can blow from the oil output port into the tank.
