This probably comes as no surprise to a lot of folks here, but I just had to share.
I have never had good luck repairing carburetors. I could clean them, put new diaphragms and gaskets in, and replace the needle and metering lever, and they would either work or they wouldn't. Finally the other day, I saw the Walbro and Zama metering lever tools on Amazon for $7.99 shipped
I bought them and on day 1, I was able to get 2 saws running correctly that had been giving me fits for weeks. I feel so stupid for not ponying up the money a long time ago. I probably could have saved a lot of carbs that I tried rebuilding and couldn't get to work.
If you don't have these tools, get them.
