Try raising the pop-off pressure, maybe a stronger metering spring or setting the lever lower than it should be.

the metering lever is hanging up some how. It is also possible that the check valve in the main jet is not sealing well.

Moved it for you. I'm a little biased (ok, a lot biased) towards China saws. So I'm gonna blame that for the issues.
