The forked lever works fine with the non-forked diaphragm. I believe the lever goes flush with the lower floor as well

I don't think that's correct. If you set it that high, and install the metering diaphragm, then the lever will be open all the time.

I don't think the lever setting in these carbs differs from that in the HS series. So the lever should be rather flush with the inner...
