Curious as to why you don't make a new oring from radially available oring stock that is available from NAPA and other auto parts suppliers. or siply cut apart your already paid for smaller orings and glue the ends together to make the correct diamater oring you say you need.

I did a quick search of 16.5" truck tires and was amazed at the amount of options that came up om Amazon. You don't need to change rims if you do a very simple search online for 16.5" truck tires.

With 7850 hours on it, that is the equivalent of driving a vehicle 432K miles @ 55 miles an hour. I would offer the lower price of 2500 and go from there. Only you can put a value to it for what you want it to do and how many more hours will it hold up.
