Cedar is very forgiving, mill it whenever you have log getting opportunities.... like most other tree species it mills better green.
Stickier it properly out of the direct sunlight and it'll do well.
I've never treated cedar until I build something out of it.
It is time consuming, but well worth it on suspected logs....the trouble is deciding which logs to suspect.....I often hit iron in places I wouldn't expect, such as one nail 10' + up the tree on "woods" trees, with no outward indicators.
