It's either the starter drive bouncing off the flex plate or a cracked flex plate in my opinion.
Remove the starter and see if the drive just moves out when you tip the starter down.

They are just a heat shield for the plug wires.
You could stretch the spring a bit and pinch it so it's a bit tighter on the plug end or just leave it off. I see many without, most aftermarket wires they don't fit or use them with no issues.
I liked the Generals. For what this truck does I prefer the duratrac's.

I'd say the first purchase should be some 22x14 wheels wrapped with completely bald autocross Nitto's. Then add some windshield stickers.
Once that's done move to the 10" plastic bull nuts on the hitch.
After that, worry about getting it running...
