You can anneal them but you’ll have to treat and temper them again. If not they usually not hold a good edge or bend.

Yes sir,already been annealed,being worked and will be heat treated again. Most files are no harder than 65-70 RC. You can actually temper then down to 58-60 give or take just by tempering for a few hours.
