I've only done it once. It was shipped FedEx and I had to sign. The hazmat fee kills the deal in most cases.

Difference between finished product and raw materials in a sense. Box of ammo gets dropped and a single round goes off usually will not...

Crazy thing is I can order ammo with no signature. But if I order powder or primers I have to pay a hazmat fee and sign for the package.
