I have convinced myself that I need an oversized exhaust valve, mainly because Tecumseh makes one, and they don’t sell valve guides.

I have limited experience adjusting valves on OHV type engines, but I always was able to find the "correct" TDC where both valves are closed, in order to make the adjustment.
On this Tecumseh LV195A-361570D, it seems that the valves are both closed on both TDCs.

Have sprayed carb cleaner around both sides of the carb, intake tube, and intake tube gasket, and no leaks. Also have a new intake tube and gasket. I do have a primer bulb on order for the heck of it.
