This is what Stihl's leak-down test says,
Use rubber bulb to pump air into

The engine housing is airtight, so I would think if yours is holding 5 psi...
What model of carburetor do you have on that 4010? The only carb. Echo shows on their parts look up it is made by them and is a GC-03-1. But the jets and caps look different from yours. Please let me know, this is bugging me, lol.
I believe that ring you see around both screws is spring loaded and takes a special tool. I will look when I get out in my shop and see if I can find the info or tool. The tool I thought would work is for the 4510 which is different from the 4010. I spent over an hour looking for info on the...
I know this is going to sound too simple, but you said it is getting fuel. Could the needle in the carb be staying open and flooding the engine? Have you tried clearing the cylinder and holding the throttle wide open when cranking? Just a thought.
Someone replaced the starter rope at some point, and it was not Stihl rope. They may not have put the spring back into the handle. That looks like a hardware store rope.
