when rebuilding a saw completly i always do a pressure and vac test to make sure everything is sealed i would definetly reccomand you doing the same and verify if you are running an cmr6h spark plug too
i won't reccomand porting an aftermarket cylinder and what i would reccomend you is repairing that ms 250 and sell it then buy a pro built saw and put your time and effort on that saw because an ms 250 is not a fun saw to work on just my opinion
the hole for the pull cord is made for this put the pulley on the shaft and with a small pick and push the spring outward and the pulley should slide on
