It could also be a bad ground. Rusty connection, loose motor mounting bolts or loose starter bolts.

You should be able to take the plastic top off the motor and see what the bendix drive on the starter is doing. Might be jammed/need lubing.

Your going to get a lot of sparks wether it's good or not. I would take the starter off and make sure it's spinning freely and then test.
