So upon closer inspection this crank is a paperweight.... Popped it apart with my new splitter...
Thanks again @Glock37 highlighted in red...
Put on on a crank truing stand...
Bearing surfaces square/true, flywheel side minimal runout..(.001)
PTO side not awful...(.0025)
So why the wonky throw???
Pics should help although not easy to take where they show how messed up this thing is!

My best guess is that the main piece of the two piece crank was not set square before the finish machining was done. Was then used and assembled with a properly machined flywheel side resulting in my extra wonky wobbler....
