looks like I just found it STIHL SCREWDRIVER ADJUSTMENT LIMITER CAP REMOVAL CARBURETOR TOOL 5910 890 4500
but there is another they say it can be used with the caps in place

The limiter caps you mean are on the Walbro HD carburetors. (4203 121 2700)
You are right, the 5910 890 4500 is the puller for that and the 5910 890 2304 is the adjustment screwdriver that can fit through the limiter cap when it is pre installed and not seated for the basic setting.
