Stihl 461 starting problems

hello everyone, newbie here. so my question is on the new 461 that the wife got me for giving her twin boys.. so the only way i can get this saw to start, without it flooding, is put it in choke, pull till she pops, put in run, hold the throttle open and pull again till she starts. any suggestions why?

Has it been doing this since day 1?
Sounds like the carb wasn't set right and needs some tuning.
