Sorry about the language ...just look at the bottom passage .
Never start one without a bar and chain. Make it a habit. New build....bar and chain, fire it up, then pop the brake on a few times. Then tune it....

That explains it...after 1998 the ipl shows a side cover without tabs and the brake flag is updated. I have no 100% answer on the 55/51 cover as iv not been in your position ,but it looks from ipl as though it should sub over.Yeah, its a '99. The first 3 are of the later one that I scrounged parts off my FG carcass, the later pics. The cover fits that one fine.

Brake bands for the 254 (if you can even get them ) vary, if memory serves me right but that may differ if you are going down the 55/51 side case.It looks like it. Like I said before, it shares alot of parts with the 55. What the heck, I'll try it
