Wear cup is worn and is in need of replacement as well. This part is still available.

Get rid of the old one by squishing it with a pair of pliers.

I use a couple of ball bearings to install the new one. Just squeeze with a large pair of pliers to flare and form the metal.

Poke a new #5 starter line through the hole.

Melt the end of it so it has a good blob on the end.

On 61 through 272, 281 and 288 the line wraps around and tucks under itself. No knot is used as it will interfere with the starter pawls on the flywheel.

Wrap enough line on the pulley line up with the spring and install the keeper screw and washer. Don't forget the bushing you just made.
Make sure to get started in old threads so as not to strip out the plastic.

Slide handle on and tie a figure 8 knot in the end of the line.
IMG_20180712_172234699_LL.jpg

A slot in the pulley allows the line to be turned and spring loaded.

Other 2XX series are quite similar and just as easy to get working again. While the newer versions will work on the old saw if used in their entirety. The parts do not imtermingle between the two.
You're gonna have a shìtload of bushings to make in about 2 months20180606_105143.jpg

Awesome. I love rescuing parts. We call it a 'patenta (patent)' here.

How many turns, or half turns, did you preload the spring on these?

Depends on where you start, but usually about two will be enough to return the handle and hold it there good. You can kinda tell if it's not enough the handle is falling over, then one more will do the trick.
