With regards to cutters you can find them just about any where .I've found them at flea markets ,on the internet like flea bay also Lowes and Maynards .If they will cut hard wood they will cut aluminum although the plating might be a little tough on them .If they clog most times it's because you are taking a bigger bite than you can chew in a matter of speaking .You can clean them with a wire brush most of the time or possibly a
3M Greenie .
If you can find them there are long shafted cutters in Dremel size which you can reach the upper transfers through the exhaust port with some creativity .However being on a long shaft they can bend easily so don't crowd them .
