I am measuring this bar wrong? Claims to a 16" but getting 15" unless I measure at the first bar stub.

Also Oregon claims that I should using a 4.5mm file when 5/32" is already cutting into the tie straps on this narrow kerf chain.

I'm no expert but usually advertised bar length and usable length are different. Then subtract the spikes as well. Your files will work fine. Some brands and dealers just want you to buy thier files. But when said dealer claims i have to buy his 5.5mm file or it wont work he hopes i dont know 7/32 is exactly the same size.

Probably the reason Stihl has put on a narrow kerf bar and chain on the MS170, a regular 3/9 LP might be much of a load. Anyway it just came in for sharpening only along with a spare chain. On the cutters they are factory ground below the tie straps before they assembled the chain. The gullet of the resharpen chain will never look the same as the factory look.
