Kawasaki trimmer question

I picked up a Kawasaki KTFR27a trimmer. It had a blueish plastic ribbon tied to it like someone may have take it to a shop. When you try to pull it over, it gets very hard to turn when the piston gets to the top of the stroke. Then once it gets past that it turns easily. It seems to be much harder than it should be, like these is something else wrong. What else could it be? Something that would make it not worth fixing. Thanks

Have you pulled the muff and peeked at the cyclinder ?

Not yet, but I will do that. It pulls like it has 200 psi compression
