If you are good with used, estate sales and eBay often have good deals on pretty old sets of indestro, proto, wright, Williams and Armstrong sockets. Those brands haven't let me down.
I'd go with a metabo. At work we've used many brands and the metabos last the longest for the small grinders. They make several models so I'd see which one you like the feel of best. Get good discs and wear at least some sort of eye protection. Even good brand brand new discs sometimes explode...

I have a bunch of old US made Irwin vice grips that work great. I handled a new Chinese made pair on a job and it was junk. After checking online, it looks like no one makes them in the US anymore (I guess Klein did briefly).
