It was, quite quickly in fact. Guess I can’t say much though seeing as how I’ve been involved in a “few” derails myself.
Gotta get some time after I get all my chores done for my daughters 18’th bday party to look into all of the advice given to me today. If the wire or washers take enough slack up and allow it to return to idle then I will put the cable that’s on its way in the parts boxes until this one completely kicks it.

Seems a wire shin as shown by @Moparmyway is allowing full throttle and return to idle. Used a small temporary one for the time being to test it but will pull the cylinder cover off and make something more permanent as soon as I can.
