Hello Al my name is George and I've been following this thread closely trying to learn what is going on with your saw. I'm a Stihl techinican and work everyday. I don't post on OPE fourm because my time is very limited, but I have one thing to mention that may or may not be helpful. Twice I have found OEM fuel lines restricted where the fuel filter plugs in a defect. You may need to diascect that fuel line like a worm and take a look for restrictions. Probably not your problem but thought I might throw that in. Hope you get your saw fixed.

same lower hose as the 066 right ?

does sound logical starving the carb fuel with the butterfly in the normal idle position
also he said he got it at a stihl dealer and it had 58 minutes of run time on it so might have been the problem since new and why it was returned

Gduvic advice is solid. If that isnt it Doc, when you do take off carb and I know this is highly implausible, pay attention to strato divider between carb and boot. Its indexed and Im sure not installed wrong but I could see where it could possibly affect throttle plate.18AE3F64-1901-4714-96CA-6FC5F3F8D8CB.jpeg

That would be great, I have one here. Similar setup with the 90, but second hose much longer.

There is a tit at around 1 O’clock in your pic that’s hidden. It’s indexed correctly, but I see how it could be an issue. Thanks John,

Got a bunch of parts on the way, including a new carb with solenoid.

New carb and solenoid!? why not just a new short block. How are we going to positively identify the cause with you trying to get the problem fixed?

dammit.... I had a long winded response all typed up then decided to reset my "Sarcasm" checker and it came up "positive" for innernet funny.... you got me.

Air leak at the throttle shaft?? Only reason I pose the suggestion is your symptoms are exactly like what happened to my 362 (I know they are a completely different design etc). Would cut perfectly at WOT but sometimes wouldn't come back down to idle and if it did, I could reproduce the problem with just a very light finger on the trigger again. Was leaking air from where the shaft passes through the carb body. Might not be your issue, but can't hurt to rule it out I guess.
